mod_access question

now that there are a ton of mod_access tests, i noticed a performance difference between 1.3 and 2.0.  it seems to be related to name lookups.  if you have a slow or non-existant network connection, or a slow nameserver, the mod_access tests are way slow or even hang.  regardless of any of this, they fly on apache 1.3.

anyone have any light they can shed on this?  is this a problem or a new feature?
