Add support for authentication via core-site.xml to the new GCS FileSystem connector, recently added via [FLINK-11838] Create RecoverableWriter for GCS - ASF JIRA (apache.org).

Specifically, make the RecoverableWriter use explicit credentials supplied in core-site.xml in the "google.cloud.auth.service.account.json.keyfile" property. Otherwise, it should use implicit credentials, as it already does.
