[I] [Feature Request]: submiting spark job through apache livy (hop)

### What would you like to happen?
is it any feature available to submiting and running spark job through apache livy, this can help
if it is currently not avialbale , Can someone guide me on what parts I need to develop in order to develop this feature (what are the dimensions of this issue)?

also other tools can help as alternative to livy , such as https://github.com/spark-jobserver/spark-jobserver.
In any case, what seems to be the existence of such a possibility with any available tool is very useful

We have taken a look at Livy but have parked that for a moment because the status of the podling is a questionmark.
There was discussion to move the project to the "attic" because there is not really an active community working on it.

If someone has a server with Livy or any alterntive they should ask us to support it. We can't implement any of these solutions on the spark master.
