Rayees, could you check that while running the tests, you use the attribute configuration = "network.gc"? One of the tests in this class requires this attribute and the clean up for one of the accounts is part of that test: test_04_delete_account_after_capacity_full. If this test is not run, then clean up will not happen for that account.
Could you confirm this?
