This is an umbrella issue which tracks all subtasks in stack'ed order. The commit order is the same as above sub-task order. 

For easier review, I've pushed the stacked patches here: https://github.com/enis/hbase/commits/HBASE-16473 (only first 6 jiras). We can do the reviews in individual jiras or in github. RB will be too much overhead, but I can try to push the patches there if needed. Let me know.
