I have an idea for a better way to publish our JavaDocs. Today we have a set of html links pointing to each module's JavaDoc, see [http://lucene.apache.org/solr/8_2_0/]

Instead, we can make these links point to the freely hosted javadocs on [https://www.javadoc.io|https://www.javadoc.io/] (e.g. [https://www.javadoc.io/doc/org.apache.solr/solr-core/8.2.0] for solr-core). There is nothing to upload, they pull everything from Maven.
