The registry web interface needs a refactor (really a start from scratch)

I wanted to create a master issue to keep track of everything related to the refactor. 

Subtasks should be created for all of the things

Feature Requests
- Show readme on plugin page
- Show download counts on plugin pages
- New tab for popular repositories
- Show new meta tag info on plugin pages (repo, issue, author, etc) [#CB-5128]
