Desiding the SAML implementation prefixes

Hi,

At the moment we are implementing SAML on top of Axiom and using
Rampart/C. As Dumindu commented on the RAMPARTC-34 we need to deside
where the SAML finally resides and its prefixes. Current
implementation in the scratch uses the "saml" prefix.

Thoughts please..
