Go binding update

The Go binding has been updated and published for `go get`, the
documentation is at:

https://godoc.org/qpid.apache.org

The published binding is now the latest code from master with several
improvements and fixes. It works with Proton-C version 0.10 up to 0.15
and should work with future releases in the absence of incompatible
changes.

The package doc has been updated so it is clearer which packages to
use, 'proton' and 'amqp' prominently point to 'electron' as the main
package. Also searching for "AMQP 1.0" on godoc.org now finds these
packages (and so far only these)
