As per the mailing list discussion [here|http://mail-archives.apache.org/mod_mbox/qpid-users/201911.mbox/%3CCAH-wkTg4bQ2Gc83HHvUKZzC%2BXbvKimUV5Bx%2B_J9bbDXAQAYM-A%40mail.gmail.com%3E] when using Broker-J as an embedded test broker in place of an alternative AMQP 0-x implementation, it can be useful to configure the broker to ignore Exchange Declare options that it does not support (rather than the default policy of this causing a connection closure with error).

As per the suggestion in the follow-up mail - allow for the policy to be configured via a context variable, such that, for example, the behaviour can be changed to ignore such failures simply by setting the system property {{exchange.behaviourOnUnknownDeclareArgument}}
to {{IGNORE}}
