   **Is your feature request related to a problem? Please describe.**
   There are use cases where a new DedicatedZkClient (with a new sharding key) is constructed after routing data has been cached. Without MSDS auto refresh the construction fails. 
   
   **Describe the solution you'd like**
   DedicatedZkClient should support MSDS auto refresh like FederatedZkClient. 
   
   **Additional context**
   Add any other context or screenshots about the feature request here.
