IMPALA-3419: DefaultFS value should be extracted from hive.metastore.warehouse.dir if fully qualified

The defaultFS value in core-site.xml is ignored if the
'hive.metastore.warehouse.dir' is fully qualified in hive-site.xml.
Impala will not know about this and this could cause problems when
dealing with unqualified paths.

This patch adds a getHiveConfig() function and the backend extracts
the filesystem from the 'hive.metastore.warehouse.dir' if it is fully
qualified. Otherwise, it retrieves the 'fs.defaultFS'.
