Found this is an issue with IBM Java: http://www-01.ibm.com/support/docview.wss?uid=swg1IV40262
Workaround - use a different Java to generate javadocs.
I've added the missing files (created by re-running javadocs with Oracle Java 7) to our website, but that won't fix the javadocs included in our bin release.
