This isn't quite enough... there are still rules in Makefile.in to nuke.

I'm not sure we should nuke those rules.  They're for compiling and
installing info.  They're still useful to have around... should we
actually want to build the texinfo docs.  I just didn't want them
built and installed automatically when somebody does a 'make' or 'make
install' of svn.
