Capturing fee paid by party

We are using evaulating ofbiz to build a site which caters to agents (party
in Ofbiz system).
This is not an ecommerce site. Our requirement is whenever a agent to added
to system, agent pays a joining fee and later pays one time fee for each
product he wants to use.
What is best way to capture the fee paid by agent? We wanted to avoid
hassles of order creation.

I believe Subscription is what you are looking for. It's related to OrderItem though...
