JIRA opened to track 2 minor fixes.

The PlacementConstraintsUtil does a scope check using object equality and not string equality, which causes some tests to pass, but it really fails in an actual deployment.

The Threadpools used in the Processor should be modified to take a priority blocking queue that respects application priority.
