With Mesos 1.5, the `reconfiguration_policy` flag was added to allow reconfiguration of agents without necessarily draining all tasks.

However, the current implementation only allows a limited set of changes, with the `–reconfiguration_policy=all` setting laid out in the original design doc not yet being implemented.

This ticket is intended to track progress on implementing this.
