IP Clearance Process For New Podlings

i think i understand the general process for importing code into the
ASF but i'm a little hazy about the way that code arrives when a new
podling is started based on external code. i need to understand the
process better before trying to document it. here are some initial
questions:

1 is a software grant (when moving from existing volunteer project) or
CCLA (when commercial closed source) required, or will CLAs suffice?
2 does every contributor need to be tracked down and asked to sign the
grant/CLA (when moving from existing volunteer project)?
3 what records need to be kept?
4 does all the paperwork need to be in place before anything is checked in?

A software grant is always nice to have and is required if the author  
isn't coming into the podling.

A CLA is needed if the author is coming on board. Once on board,  
attach the code in question to a JIRA  and import it.

You bet. It's called provenance.

The grant is recorded in the incubator site under http://incubator.apache.org/ip-clearance/index.html 
  once the secretary receives it and scans it.

No, but it has to be in place before a release is prepared.
