I was wondering where some of those files came from which are referenced in [several|http://www.ece.ubc.ca/spmg/jbig2/bitstreams/main.html} READMEs. I've contacted Dave Tomkins of the origin project at the University of British Columbia. And luckily he answered very fast, see my attached mail and his answer.
He grant us the right to use his files (042_*.jb2 and amb*.jb2). The content of those files should by covered by fair use. Especially the amb* files have a very bad resolution so that nobody would really use them for their content.
