[PATCH] updates related to JIRA on community-guide/issues.html

Hi,

the attached patch updates the issues.html page to reflect the migration 
to JIRA by:
- updating the issue tracker states
- updating the link to get the currently open issues
- replace names of issue tracker fields which differ from the bugzilla ones

in addition the patch also updates the milestones/versions so they look 
a bit more up-to-date (1.9.x-example -> 1.10.x).

Hi Julian,

I was following your changes and think it's quite good you did that 
(even it means that some of my patches are now obsolete). That saves me 
the time of having to do that work myself. ;-) So I'm really fine with 
you having done that.
Was just bumping this one, because as far as I saw the majority (if not 
all) of the changes I did in this patch have not been updated yet (might 
have overlooked something though).

Hi Stefan. I have just seen all your emails about these web site
updates over the last four days. Due to misconfiguring my mail I had
missed all these emails, and I committed some updates without having
seen these. I'll take a look at your patches by Tuesday, or in the
meantime please feel free to commit any changes you think of, with
anybody else's blessing.

you could give that last patch a review and approve it or let me know if

Updated based on danielsh's feedback:
- no rewrapping of lines
- dropped the 1.9.x -> 1.10.x change
