[PATCH] WIN9x ImagePath RegistryKey

Hi all,

When installing Apache service on WIN9x the ImagePath registry key in
HKLM\System\CurrentControlSet\Services\[service name]
is not set at all.

This patch is according to the off-list discussion with Bill, and unifies
the behaviour on all WINxx versions, meaning that it sets this key on WIN9x
too.
