Environment: Win XP , AMD 1.8 , BUT doesn´t mather.

Description:
Some people like me can have problems if this enconding are not set.

So, Why others templates have the encoding="ISO-8859-1" and 
dependency-convergence-report.xml and 
projects-overview.xml does not have?

Please try to fix it and mail me please.
