   that means if pagespeed optimized jpg without

If you are using flters related to images, the url must be rewrited and add some thing like https://you.url/myimage.jpg.ic.pagespeed.HASH.webp (or jpg) same with css files. If you has enabled filters to inline things you an se css,js or images inlined in the html.

   that means if pagespeed convert(optimized) jpeg to webp without rewriting html, will be added x-page-speed header to webp response??
