cocoon2 - building problem

Hi everyone, I am new to cocoon. When I tried to build
from the source, I got the following error.

"compile:
     [copy] Copying 16 files to
C:\Cocoon2build\cocoon\classes
    [javac] Compiling 290 source files to
C:\Cocoon2\build\cocoon\classes

BUILD FAILED

C:\Cocoon2\build.xml:400: Cannot use classic compiler,
as it is not available A
common solution is to set the environment variable
JAVA_HOME to your jdk directory."

line 400 in build.xml reads target="${target.vm}"> and
I have set JAVA_HOME to point to jdk already. 
I am using 1.3.1 by the way. Would someone help?
