I found the follwing problem while using and discovering fop.
I hope with this report I can help to improve fop.

keep-with-next

Problem:
The usage of this attribute, set to "true", leads under unknown
circumstances to
the repetition of lines on the following page.
This seems to be a known problem.

Work around:
Don't use keep-with-next.
