It can be hard to find tablets that are offline.
# offline tablets are not marked offline, they just don't have a location
# offline status needs to take into account the status of the table and the tablet server it is currently assigned
# examining hundreds of thousands of entries manually is untenable
Create a little utility that prints out the status of any tablet that is not hosted and should be.
