Proposal for migration to maven

Hi all,

yesterday i heard from Marcel that there is already ongoing work in terms of
changing the build from ant to maven.
As a long term "wanna have" (https://issues.apache.org/jira/browse/ACE-18),
i would like to volunteer for any help.
