The reporter tool flags up PMCs that have not added any new members to the committee/committer groups in the last 3 months.

However the check does not take the PMC creation date into account, so new PMCs will be flagged unless they immediately start adding new members. This is wrong.

This would mean keeping track of when the group was created.
