Indeed I wasn't, now I logged in and was able to register the issue.

Can I suggest that the website shows "you need to log in to report an issue"
when vieweing the ProjectIssues page without being logged in? It's far from obvious...

A quick me too. At least something like a "How do I ... append to
issues" in the left sidebar would be nice - I was not able to find
anything about the need to be an observer in the help.

Ahhh.

Thanks for the clarification! I'll fix the page.

It's the same as before:
- to see the issues, you don't have to login
- to file an issue, you have to login
- to add something to an issue, you have to login and also have at least
observer status on the project.

Even though I find this very illogical (filing issues without being
observer, but not being allowed to add to the same issue you filed) this
hasn't changed with the new version. Since I mentioned this to the
support people at tigris.org before, that was one of the first things I
tested when the new version was up - nothing changed here.

?

Could you summarize exactly what the situation is now, please?

You always had to log in first to file issues! But you don't have to be
an observer of the project to file an issue. Only if you want to add
something to an issue, you must have at least observer status.
Anonymous users couldn't file issues before either.

Web page fixed in r14909.

Wow, I apologize, I'm out of date. I remember that it *used* to be
the case that anonymous users could file bugs. But apparently the
newest upgrade of tigris.org last month has changed that. We should
update our instructions, you're right. There's no link to add an
issue unless you log in first.

I'm surprised that you say that, since I found *no* way to file an issue,
as an anonymous user. The said URL does not have a link to add an issue
when not logged in.

Actually, you don't need to log in to file an issue. Anonymous users
can file issues. You need to have an account to *append* to an issue.
