I have updated the Sedona website to better document the current decision
making process.

Highly recommend the community look at and complete the Maturity mode

Also it is a good idea to compute some community stats: number of contributions (commits), number of contributors (and growth since incubation), email discussions, releases,  number of release managers, affiliations of committers / PPMC members, new committers or PPMC members since incubation etc
