Thanks Vivek; I've applied your patch.  This is very kludgy though; IMHO this 
is something ant should handle under the covres (attributes are supposed to be 
unordered in XML, so it sould be Ant's job to make sure they're applied to 
system commands in the right order...)  But this patch doesn't hurt anything; I 
will try and forward this to the Ant folks though.  

One other thing:  In future, if you could attach patches as files rather than 
in-lining them that would save some clean-up on the end of the person applying 
the patch.  Thanks.
