   Please join us to welcome @kevinthesun as a new member of the PMC. Yao is a long time contributor to the TVM community. Yao contributed mainly to the various frontend and operator coverages of TVM. Additionally, he has been working hard to add dynamic model support for object detections.
   
   He also picks up and manages PRs in the related areas and engages with the community under the apache way.
