This meeting was somehow mislabeled as "2021-11-07" - it actually took
place on 2021-11-02.

2. Is it time to make the unstable API (4.0) stable?
- no, and it won't be until the changes required for "Layered Profiles" and
"Re-fetch vs Re-fresh Content Invalidation Jobs" are both merged, expected
sometime in Q1 of 2022.
