working this out in [https://github.com/apache/arrow/pull/7807], which supports it now in the CsvConvertOptions$create() function : 

CsvConvertOptions$create(timestamp_parsers = list(TimestampParser$MakeStrptime("%m/%d/%Y")))

Maybe it should allow passing a single parser as well ? 

CsvConvertOptions$create(timestamp_parsers = TimestampParser$MakeStrptime("%m/%d/%Y"))

 

Do we want this to propagate to something more user friendly in `read_csv_arrow()` ?
