Add a Jira for all GitHub PRs

Thx to @jlowin for creating the Github label Missing JIRA Issue 
Fellow maintainers, we need to ensure all PRs have an associated Jira before merging them - please continue to enforce this. At the end of the month, when the next Apache board report is due, it will be easier to use Jira as a source of truth for the number of Jiras closed by resolution type than to report separate (possibly conflicting) numbers from Github and Jira.
