'Current behaviour' is that allnotifications go to issues@.

If I understand, you want the 'issue open' changed to stop going to issues@ and start going to dev@ instead ? And leave all other actions to continue to go to issues@ as they are currently.?

(I recommend sending issue open to dev@ in addition to issues rather than instead of, but your call.)

I'll await your input, I have made no changes thus far.
