Log:
Fixup webappTemplate.xml.

We need to whack netui-config.xml until some additional work is done in NetUI to support graceful failover when netui-config.xml fails to parse.

This file is deployed and undeployed by the NetUI webapp runtime targets in this Ant file, and it's considered part of the runtime itself (for the time being).
