Cannot connect Tomcat to Apache

Downloaded the latest stable releases of all three products. (jakarta-tomcat-
4.0.1.zip, apache_1.3.23-win32-x86-src.msi, and webapp-module-1.0-tc40-
windows.zip) Both Tomcat and Apache run correctly on their own, but as soon as 
I try to connect them I get 

"Cannot load c:/program files/apache group/apache/modules/mod_webapp.so into 
server (31) A device attached to the system is not functioning:"  

This is with the libapr.dll in the c:/Windows/System directory.  When I have 
libapr.dll in the apache modules directory, I get 

"Cannot load c:/program files/apache group/apache/modules/mod_webapp.so into 
server (1157) One of the library files needed to run this application cannot be 
found:" which is understandable since Windows is not looking for the DLL in the 
current directory.
