public properties?

Why are srcFile and mod properties in org.apache.tools.ant.Chmod defined
as public?
Shouldn't these be private?
If not - why not?

> public class Chmod extends Task {

>    public File srcFile;
>    public String mod;

and these properties are still having setter methods.

> public void setSrc(String src)
> public void setPerm(String perm)
