Would it be possible to apply this fix on a maintenance branch of {{3.5}} and release that as well?

Maven Surefire won't work on JDK10 otherwise, and since I see Surefire is expected to work on Java 6 I doubt that the Surefire team will want to upgrade to Commons Lang 3.7
