With the parallel updater refactoring we lost an implicit but sometimes useful feature of the sequential updater - controlled batched restart of instances of the same batch. This feature could be useful for certain services with instance topology assumptions.

Add a wait_for_batch_completion option into UpdateConfig to block worker threads until the entire batch is completed.
