extensions to Platform for query optimizations

An example of what I'm talking about is here:

The reason we'd want to do this for Oracle is when paging through results on a table that has a lot of rows, Oracle doesn't support server side client cursors, so a TON of memory is used to bring all results local to the driver before throwing most of them away just to display the page of results.

Jakob, my question to you is, how hard is this to do?
