Rayees, I debugged into it and found "cloud-install-sys-tmplt" is getting packaged under /usr/share/cloudstack-common/scripts/storage/secondary/cloud-install-sys-tmplt. I think you should try like below from CloudStack 4.1.
/usr/share/cloudstack-common/scripts/storage/secondary/cloud-install-sys-tmplt -m /mnt/secondary2/ -u http://download.cloud.com/templates/acton/acton-systemvm-02062012.ova -h vmware
The above is working well fine for me after some fixes in cloud-install-sys-tmplt. I have sent a patch already to Hugo/Wido for their review. I expect that they will fix this in master and 4.1.
