[users@httpd] Error Message when starting Apache 2.0 on Windows ME

I am receiving the following message when starting the Apache server on 
Windows ME with/or without a firewall:

C:\Program Files\Apache Group\Apache2\bin>apache
[Tue Aug 31 23:50:24 2004] [crit] (OS 10038)Socket operation on 
non-socket: make
_sock: for address 127.0.0.1:80, apr_socket_opt_set: (SO_KEEPALIVE)
no listening sockets available, shutting down
Unable to open logs

Is anyone familiar with what might be causing this (or has fixed it 
before) ?
