Compiling mucc.c in contribe/client-side

I am trying to get mucc.c working under Cygwin..

First off.. do I have to run ./configure in the root first before I compile
the contrib programs?

Second.. when I do run ./configure.. it hangs here:

checking for perl... /usr/bin/perl
checking for ruby... /usr/bin/ruby
checking for rb_hash_foreach()... <--- just hangs..

Any ideas?

Ok.. I have tried this under a couple of recent installs of Cygwin.. no
dice. On my other Cygwin instance it gets beyond the 'configure' script and
dies on something else.

I can build 'mucc' fine under Ubuntu Linux.

Is there something about Cygwin that 1.4.2 will not build?
