Thanks for the patch, Bernd. I adding a new patch that 
- adds RAT to the build as per Bernd's first patch
- excludes GIT and IDEA project files as well as target/ (not source) and README from the RAT check
- excludes the "header.txt" in the test resources from RAT. It is only a test data file with no intellectual value. 
- adds the Apache header to the logback-test|template.xml configurations.

With this the RAT check passes without complaints.
