It seems jsch uses the active proxy from settings.xml for SSH/SCP deployment, which fails. For me it worked to disable the proxy (which is not a solution but a hack).

In my opinion it is wrong that the site plugin sets the maven active proxy for jsch. The maven active proxy is for accessing repositories, right?
And with the site plugin we (might) want to use a proxy for putting the generated site on some server.

At least the site plugin should support to configure/override/disable the jsch proxy.
