hot-backup.py problem

Having a problem with hot-backup not incrementing correctly.

Here is a snippet of my log file on backup attempt #1

Beginning hot backup of 'e:/svn/firmware/CAT-251-9430'.
Youngest revision is 9
Backing up repository to
'u:/svnbackup/firmware/CAT-251-9430\CAT-251-9430-9'...
Done.

Everything is fine.
Here is attempt #2

Beginning hot backup of 'e:\svn\firmware\CAT-251-9430'.
Youngest revision is 9
Backing up repository to '.\back\firmware\CAT-251-9430\CAT-251-9430-9-1'...
Done.

Again everything is okay, it adds the increment number -1
Here is attempt #3

Beginning hot backup of 'e:\svn\firmware\CAT-251-9430'.
Youngest revision is 9
Backing up repository to '.\back\firmware\CAT-251-9430\CAT-251-9430-9-1'...
svnadmin: 'back/firmware/CAT-251-9430/CAT-251-9430-9-1' exists and is
non-empty
Unable to backup the repository.

This time it fails to recognize that -1 already exists to make a -2. Am I
misinterpreting what hot-backup.py is supposed to do or is this a real
probelm?
