How to build Maven without downloading all the repository and plugin jar files

How do I build Maven when I upgrade from the current version to the next 
version.

If I checkout maven from the cvs head, and provide the command

ant -f build-bootstrap.xml

it takes quite a while to build maven cause everything is being created from 
scratch and all the plugins and repository jar files are downloaded from the 
internet.

Is there anyway to avoid this step of downloading all the plugin files and 
repository files, cause I already have them from a current version which i 
can just copy to the new version that I downloaded.
