I think the instructions need updating. 

The incubator/content directory is now under svnpubsub control, and entries cannot be removed by members of the incubator group.
However the contents of directories such as giraph can be removed, and it seems this has been done.
The final removal of the giraph directory will have to be done by someone with additional permissions.
Hopefully this JIRA should be sufficient to request that.
